With the coming of the 21st century, the whole situation of the world tends to be peaceful and stable. The society develops faster and faster. Under the push of scientific advancement, the world economy has entered a new era of increase which is centered by innovation ability of science and technology becomes the kernel in the competitions of different countries and the main power of sustaining and guiding economic and social development. In order to construct knowledge economic society, lots of countries and regions establish the science and technology stratagem layout target. And each country attaches much more importance to the policies related to education and its interrelated domains, for facilitating the expansion of knowledge and promoting the qualities of subjects. As a result, the position of universities gets a promotion and the universities come to the center of the society. In the Fifth Convention of International Higher Education in 2005, Chen Zhili pointed out that the higher education has a basic and forerunning role. Today the number of students in colleges and universities has reached to 21 million, placing first in the world. The gross enrollment ratio has reached 21%. With the extending of university size, some problems, such as size and benefit, quality and quantity, masses and elites, specialists and generalists, social material gains and humanistic spirits, internationalization and nationalization, and so on, appear. And this can be summed up as the problem about the definition of the essence of universities—the problem of university idea. The university idea refers to the system of rational recognition about universities and ideals and pursuits of universities. The main content of university idea study is about the issues of role orientation, quality, feature and development of universities in its own and social development. It also touches upon the issues of quality and aim, reformation and development, size and benefit, quality and quantity, masses and elites, specialists and generalists, social material gains and humanistic spirits, internationalization and nationalization of universities.
