To train builders and successors with all-round development of morality, intelligence, physique and aesthetic for our Socialism career, morality is of the greatest importance. Then as the major channel of morality education, morality lessons in universities are effective or not needs to be paid attention. In order to strengthen the teaching of morality lessons and improve the quality of talents training, in view of the poor efficiency and inefficiency of the teaching of morality lessons in universities at present, with the method of questionnaire and action research, this paper makes a deep investigation on the existing problems in morality classes and fully analysis the shortcomings of the traditional teaching of morality lessons. Based on that, it explores the standards of the effectiveness for morality teaching in the perspective of effective teaching and it puts forward the external standards and three internal standards for morality education by following the teaching rules of effectiveness, which is interaction and dialogue, effective, efficient and beneficial. It thinks that fully respect the mainstay position of the students and give full play to the leading function of the teachers are the key elements for the improvement of the effectiveness of morality lessons'teaching. With this as the premise and theoretical basis, the author puts forward the idea of"based on people"for the teaching of morality. In the guidance of this idea, according to the major factors involved in the enforcement system of morality teaching, the author raises the countermeasures to increase the effectiveness of morality lessons'teaching theoretically and practically, such as scientifically drawing up and accurately seizing the teaching aims of morality lessons, enriching the teaching contents, improving teaching methods, strengthening field work, reforming exam system and upgrading teachers'morality quality etc.
