Fatal accidents take place at every turn so that the citizen reflect drastically, and in a word , the " prime criminal" is altitudinal social security.The government and schools should take on the relevent function for preventing and dealing with injury accidents. On the basis of existing laws, the article advocates establishing a compositive system centered by the "campus safety committee" .The existing educational laws play important parts of resolving and dealing with the accidents, whereas the particularity and pressure of the campus injury accidents, so it is necessary to be constituted the special law preventing and dealing with campus injuries. The law includes defending in advance, disposing afterwards, the disposal procedure, appealing, the redress system and etc. By construcing the safeguard , definituding the responsibility , principle and procedure between the government and schools, the injury accidents should be resolved strictly so as to insure the safety of schools and students.
