This paper, based on the theory of institution, analyzes some kinds of institution absences in our rural compulsory education development at first, then explains what every kind of institution absence is and analyzes the reason for these absences, and put forward possible strategies for the perfection of rural compulsory education institution at last. Except exordium, research summarization and concept definition, the framework is as the following:The first part, Chapter four, is about the actuality of our rural compulsory education. This part analyses several history stages of our rural compulsory education at first, then introduces the actuality of our rural compulsory education, and reveal the problems that exists in our rural compulsory education at last.The second part, Chapter five and six, introduces and analyses some problems. This part points out there are two institution absences in the development of our rural compulsory education which are formal institution absence and informal institution absence. And formal institution absence includes well-marked absence and recessive absence. And well-marked absence includes complete absence and incomplete absence. Introducing the meanings of absences, then it finds out some reasons like design of institution, history tradition, politics, economy, culture and so on.The third part, Chapter seven, comes up with corresponding measures for the perfection of rural compulsory education institution. The measures are: to heighten correct understanding of our rural compulsory education, establish the concept that actualizing rural compulsory education is the basic demand for our legal country, supply legal system, economy and politics safeguard for our rural compulsory education and so on.
