The paper systemically summarizes the development of University's salary system from the first wage reform in China. By choosing some universities for reference in UK, USA, Germany, India etc., the paper analyzes the development trend of salary management from some aspects such as university management, operational mechanism of outlay and human resource management.According to the concepts and relative theories of university's salary management, the paper analyzes a series of problems of basic salary of university teachers based on the framework of university's salary system reform on the position performance management which is issued by Ministry of Personnel of PRC in 2006. Then the objectives of the salary reform are analyzed. The keys of implementation are position setting and appointment management. Thereby, the position structure setting is optimized and the basic principle of optimization is addressed. The paper studies the collaborative optimization of collectivity structure of teachers, vertical structure and horizontal structure of position setting, and then puts forward some optimization criteria. Furthermore, the position appointment of teacher is discussed. The paper proposes to design the scheme of position appointment reasonably, constitute the responsibility definitely, establish basic requirements and assessment criteria, and set tenure, etc.The paper analyzes the implementation of salary distribution system on the position performance by the positive study. Based on the external competitive strategy, the paper puts forward some suggestions on salary design. Furthermore, considering the internal consistency, the paper gives a view on the teacher series, teacher series and others, assessment and pay equity. Finally, the paper designs and analyzes the salary distribution system with the 211 Project Universities.
