GX education cause,especially higher education cause,takes the super responsibilities to supply support of talent and guarantee of knowledge for GX economic construction and social development,it is significantly prerequisite to choose and implement virtuous and sustainable HR management mechanism of higher institute.Because of different causes,GX higher institute's HR management restricted GX higher education development.Therefore,the research on GX higher institute's HR management has special and important significance.As for the study on present status of GX higher institute HR management,this study breaks traditional ways of most studies only limited at ratio between teachers and students,structures of professional ranks,age,educational degree,teacher geological resources to analyze,and are joined with ratio between teachers and students,the ratio of specially-qualified teachers,esp.teachers satisfied degrees - an important index;through a variety of documentary data and partially investigated documents showing that GX higher institute HR management already bore modern HR management concept,but still at the stage of traditional and lower personnel management. Moreover,through over two dozens of teachers coming from GX different institutes and myself applying three ways to carry on this questionnaire,showing five major problems and its reasons existing in GX higher institute HR management,as wrong position of role,unbalanced proportion of allocation of appointment,upside down on performance assessment,teacher's devotions not in compliance with their rewards,bigger fluctuation about teacher's relations management.Strategic policies are put forward mainly as implementing HR management focusing on teachers,carrying out reform transferring managerial and teaching coordinator to staff members,promoting socialized innovation of service people,improving reform in institute's personnel and organizational structure,improving the employment reform for specially-qualified teachers, establishing and improving the exam and appraisal system focusing on posts,implementing encouraging salary and bonus system in three dimensions,settling down autonomous rights of higher institute operation and establishing democratic and harmony campus environment,in which the most creative strategy is the presence of wrong position of role,putting forward of HR management with focus on teachers and carrying out reform transferring managerial and teaching coordinator to staff members. The transition for higher institute from traditional personnel management to modern HR management is a longstanding process with impossibility to witness quick success,and the affecting factors on higher institute management and its involving much wider scope,this will be subject to further detailed and deepening research in the future.
