The Research On The Tuition Charging Standard Of Postgraduate Of Subordinate Universities Of Ministry Of Education

Graduate education's tuition standard is the issue which concerns the reform of graduate education in our country. Cost sharing theory in higher education is the theoretical foundation that directs the behavior in charging graduates for the tuition. The main factors which influence the establishment of graduate education's tuition standard include individual cultivation cost, solvency of resident and yield to accept higher education. Through calculation of individual cultivation cost in ten subordinate universities of ministry of education and the comparative analysis of relevant indexes, we can get the following conclusions. Firstly, from the viewpoint of cost, on the whole, Doctor's individual cultivation cost per university is higher than master graduate's, and then through comparison, eastern universities'graduate individual cultivation cost is lower than graduate individual cultivation cost in universities in Midwest. Secondly, from the viewpoint of resident solvency, there is the poignant contradiction between it and high tuition of the graduate student. The residents in eastern area and in the city have the great ability of affording graduate education tuition than residents in Midwest and the residents in the country. Thirdly, from the support of national finance, the financial supporting to the Master degree candidates is greater than to the Doctors. Fourthly, through analyzing the proportion of graduate tuition in individual cultivation cost, graduate tuition in ten universities in on the high side in different degree. Fifthly, through the analysis of region difference of universities, the proportion of Docotor's tuition in individual cultivation cost in eastern area is higher than in the Midwest, while the situation of master graduates is on the contrary. The average graduate tuition in eastern universities is higher than that in the universities of Midwest. Finally, considering the different sorts of universities, the charge standard in agricultural and forestry universities is obvious lower than other universities. Therefore, when we establish the charge standard, we should consider all kinds of factors from many aspects, to adopt different charge standards,strengthen the academic study in tuition charging of postgraduate education, fully expire the functions of government and university and further improve the supporting system of graduates.
