The Research On The Financial Allocation Way Of Higher Education Based On Fair And Performance

In the domain of higher education, in order to make the social equity realization better, distribute resource validly and play the regulated role of promoting society to harmoniously develop, one of macro-adjustment measures of the government is economy means. It is difficult for the government to perform the function of macro-regulation sufficiently and effectively without effective and reasonable funds mode. Therefore, it is significant for sufficiently exerting the adjustment and control function of the government to promote higher education develop by researching and discussing the financial allocation mode of higher education.The thesis is composed of the following five parts: Part one illustrates the significance, train of thoughts and method of the present study. Part two presents the relevant theories concerning the financial allocation. Part three analyzes status in quo of the financial appropriation system and mode of higher education in China, discusses the instructive experience which can be draw in the reform of the financial allocation mode of higher education in China, and discusses the reformation direction of Chinese financial allocation mode. Part four brings forward fair, performance, system, effective distribution principle and designs the fund mode of higher education oriented by equity and performance under the direction of the idea of building harmonious society. The mode introduces the performance factors and designs the different fund mode according to the different object. Additionally, it should improve and perfect the loan system provided by country in order to promote the education equity. Part five elaborates function and operational procedure of the fund committee of higher education as the main implement mode of the financial allocation of higher education.Based on analyzing the concerned theories of financial appropriation, under direction by the fair, performance, system, effective principle, this thesis puts forward the financial allocation mode of higher education mainly oriented by equity and performance in china, which breaks through "the synthesize rate added to special" fund mode. And then, this thesis brings forward the agency of fund committee of higher education as the main implement manner. It can provide the financial allocation reform and construction of higher education with valuable reference and consultation.
