Since the 1990s, the reform of high education investment has been deepened day after day. With various investment body and fund sources in more ways, the mode of fund financing gradually transforms from government-undertaking to multi-element. However, some public high school still rely on the education finance from government, limited by such factors as economic development, teacher resource, and technical reputation etc.Nowadays in China, high school education becomes more and more popular, the fund supply can not meet the demand, which restricted education development badly. The proportion of public education fund in GNP stays between 2%-3%, less than the average level of developed and other developing countries(6% and 4%). The allocation way "synthesis fixed quantity + special subsidy" has still not reflected the actual cost. Since " the synthesis fixed quantity " is based on the quantity of students, the universities blindly expand recruitment scale, buildings, causing to run on borrowings. The scale and the rate of rise is taken as the value orientation in the present allocation way, with the investment fund efficiency and the benefit neglected, which causing the entire higher education is under the condition of higher investment but lower productivity. This way already can not meet the demand of high education development."New public administration"pattern enters higher education domain. Therefore, the achievement allocation will help the universities overcome difficulties in finance and efficiency aspects and meet development demand gradually. Based on the achievements management idea and the experiences from developed countries, this article offers a financial allocation plan, which suits high education development in China and states several proposals from multiple perspectives. One new method for high education's financial allocation reform will be explored.
