Study On External Quality Safeguard System Of Higher Vocational Education

As the quick development of higher education popularization since the end of the 20th century, the scale of higher education in China has boomed greatly with the booming of higher vocational education which has occupied half of the whole higher education. As while as it offered much more people with the access of higher education, higher vocational education itself is faced with series of problems which have attracted such vast social attention that quality safeguard of higher vocational education has become an unavoidable issue which is vital for its'further development. Modern quality safeguard activities for higher education in China has gained appreciation and has been put into practice since the 80s of the 20th century. On the base of foreign experiences, according to native educational system, a system for higher educational quality safeguard has primarily formed.But this system hasn't been mature enough to adapt to the hyper normal development of higher vocational education and it is challenged in many aspects. The author summarizes those problems from introduction of some theories and from analysis on the practice and present status of higher vocational education quality safeguard system, and then makes comparative research on international practice to reach the last part:Suggestion on the further construction of the external system for higher vocational education quality safeguard, that is to establish right evaluating view on talent and higher vocational education, set up favorable law and policy environment, accelerate the diversification of evaluation entities, and seek for stylish quality safeguard pattern for higher vocational education.The author makes an attempt to adapt new method on the theory part, which is to begin with analysis on the external considerations that influence the quality of higher vocational education and then form the theoretical base for the qualitative safeguard system from the following aspects:1)education and society;2)education and economy;3) legislation;4) contingency theory.
