The Grass Roots' Gambling Between Government And Government Owned NGO, And Interrelated Problems

By literature consultation, empirical study, academic analyses, and case study, the thesis inquire into the relationship between the country and government owned NGOs, the present condition of government owned NGOs in the basic level and different tactics and running model towards profit relation unit. Meantime on the premise of some hypothesis and statements,we analyse the problem with the help of the model, dig the essence of problem through the way of gambling and give some policy suggestions related to activities of government owned NGOs in the basic level.With the separation of the state and society, under the government's inner propulsive force and market economics'outer demand, government owned NGOs begin to explore ways of reforming, obtain some rights to manage one's own affairs and gradually get resources. Firstly, the thesis outlines some theories of the relationship between the country and government owned NGOs with the author's analysis. Then some hypothesis and statements are given on the basis of this to form basic content and inner logic of the model, to form several core conceptions and variables.Secondly, on the basis of the empirical study, by studying the case of Red Cross Society of China, The author leads to the conception and also gives an academic description and explanation, at the same time, analyzing in a comprehensive way. Then, choosing the basic level of the Red Cross Society of China to survey the best surviving and developing way of government owned NGOs.Then, combined with empirical study of the model, analyzing the basic level of the main gambling group on the basis of the analysis of Red Cross Society of China's basic operation, especially the author emphases dynamic analyzing methods the influence among different objects and strategic study, meanwhile, in microcosmic level, finding out the concrete way and operating method in gambling process.Finally, from the point of outer environment and inner management, the following policy and advice are given in the thesis: the basic job of government owned NGOs is mainly in the basic level of the government. The support from the basic is very important; the government owned NGOs could unite social talents and people to reduce the resistance against the organization's goal; changing the situation that the government employee play the important role in the government owned NGOs; forming the regulation that the government owned NGOs, government and people are gambling; changing the situation that the funds of the government owned NGOs is directly from the unit, the unit is in charge of the business.
