According to the United Nations Convention on the Rights of the Child,each country has the responsibility to protect children's rights.However,children's human rights are facing a variety of challenges due to plethora of different reasons.The state has always been the major provider of child protection services,but it cannot guarantee children their due rights in some circumstances.Therefore,civil society should bridge the gap between the imperative for children's rights and the supply of public goods by the government.From the perspective of relationships between the state and civil society,I chose four Asian countries,China,South Korea,Cambodia and Afghanistan,and analyze the influences of different regime types have on the work of child protection NGOs in each country.The hypothesis of my thesis is that government and civil society are very likely to reach consensus on the issue of children's rights and cooperate with each other,but different regime types have influences on the contents and efficacy of child protection NGOs in each country.My thesis employs the theory of Joel Migdal's 2x2 matrix of the state and civil society.By putting China,South Korea,Cambodia,and Afghanistan into four categories in the matrix accordingly,the relations between the government and civil society becomes clear.Case studies of the relationship between government and child protection NGOs provide empirical evidence for the hypotheses of my thesis.I employ interviews,questionnaires,and field research as the main research methods.Through a literature review,I illustrate the characteristics of the government and civil society for each country.Through in-depth analysis of data released by the World Bank and UNICEF,analysis of children's rights issues becomes feasible.In the analysis of the civil society of each country,I focus on not only modern civil society,but also traditional civil society in the form of religious groups and its relation with child protection.Lastly,by case studies of NGOs,I examine the relationship between the government and child protection NGOs in each country.In addition,analysis of the annual reports of Save the Children further verifies my hypothesis.
