It is the key to deepen the reform of the education administration by the transformation about government-school relationship. It is the effective action to promote the school independent development, but at present there are somewhat shortages about it. Therefore we should do something to have the change, to have the breakthrough.The first chapter of the paper will elaborate the research background and the research significance to select "the transformation about government-school relationship" as the topic. At first we should destine the concept involved in the paper . Then the paper will show the present research situation on domestic and overseas about this question. Finally the paper indicated the research plan. On the foundation about the research aim and research content, select the most appropriate research technique.The second chapter of the paper is to study the history about " the transformation about government-school relationship" in Japan .The time scope is form the end of World War II to now (2006) . Elaborate the 'the transformation about government-school relationship'form two aspects: the historical evolution and the recently evolution. Before the 1990s is the historical period, after that is the recently period. The paper will elaborate form the five aspects: The central authorities transform, the local authority transform, the school transformation, the relationship transformation about the Central and local educational administration, the relationship transformation about local educational administration and school.The third chapter of the paper is to study the history about " the transformation about government-school relationship" in Korean. The time scope is as same as in Japan form the end of World War II to now (2006) , the research content is same as the second chapter . Although the are so many similarity in the development about the two countries after the World War II, there are still some difference in the small time scope.The Fourth chapter of the paper is to summary and analysis the materials mentioned in second and third chapter .the concert research content is the Background, reason and effect about "the transformation about government-school relationship" n Japan and Korean.The fifth chapter of the paper will research the transformation about government-school relationship in Japan and Korean and the enlightenment. Based on the same point and the difference point. The enlightenment obtained are that:the reform needs the dapional soil; the coordination about the local government and school; the reforms in school; other necessary reform.
