This paper focuses on comparing the policies of China, Japan and South Korea in establishing and organizing the first-rate Universities. According to the theory of higher education, the paper studies their common policies and the external and internal factors respectively with the "special theory" as its basis. Furthermore, it illustrates that the practice of organizing the first-rate universities can not go against the principle of education development, also it reveals the existing problems considering the policies of our country and proposes the author's opinions on this issues.This paper consists of five parts:Introduction: This paper mainly discusses the previous studies and explaining the significance of topic and defines the policies and concepts of "first-rate universities"Part one: This part analyze the background factors in the policies of establishing first-rate universities of the three countries from the external and internal perspectives.Part two: This part surveys the characteristics and the practice of the "211 Project" in China, Japan's Top30 and South Korean Bk21 respectively to summarize and clarify their common characteristics and specialties.Part three: The part studies of Peking University in China, Tokyo University in Japan and Seoul University in South Korea which are all top Universities in the three countries.Part four: The part compares and analyzes comprehensively and systematically the policies of China, Japan and South Korea. Moreover, It also incorporates the theoretical and practical problems existing in China's policies of organizing the world-rate Universities, the author's tentative ideas and plans are illustrated and put forward.
