Economic globalization has become an inevitable and irreversible trend propelled by the development of technological innovation and intelligent economics over the past two decades. At the meantime, regionalization of economics, characterized in diversification and unification with resource localized, has come into being together with globalization, which makes regional competitiveness a research hotspot recently. Human resource, as an indispensable component of regional competitiveness with its decisive significance, is of vital importance to the development of a region or even a country. Thus, it bears profound theoretical and practical significance to study regional competition of talents in this essay, because it not only fits the trends of economic globalization and localization but also justifies the fact that human resource is the first and foremost resource.It is divided into four parts:Part one includes Chapter one and Chapter two. It mainly introduced the aim of this essay, which is to study the competition capability within regions through current analysis of human resource both at home and abroad. In Chapter two, basic concepts were illustrated, including "talents", "competition of talents", "region "as well as "regional competitiveness". Regional competition of talents was then defined based on the previous studies.Part two consists of Chapter three, which is also the key part of the essay. The assessing model of regional competitiveness was set up by the constitutional function of Principal component analysis. In the analysis of the advantages and disadvantages of the competition of talents, the concept of location quotient (LQ) was used to set up the "advantages versus disadvantages model" of LQ-based competition of talents, according to the Comparative Advantages Theory. In order to describe the data clearly, the influential factors of the LQ-based competition of talents were demonstrated by radar chart.Part three is Chapter four. In this section, an Empirical Analysis was made about the competition capability of talents in a total of 17 regions and cities in Shandong Province, which were then were arranged in order according to their scores. Finally, the advantages and disadvantages of the competition capability of talents in the city of Jinan and Qingdao were analyzed by the radar chart. Suggestions on how to manage the human resource properly was then proposed in the end .The essay was enclosed by the fourth part-Chapter five. A summary was included in this section, which pointed out the originality and the limitation of this essay. Prospects toward further studies on this topic were also made at the end of it.
