Human resource is the core of scarce resources and it is the key and the most active factor of promoting the development of social economy. In the knowledge economy,human resource is the core element and central link runs through the regional innovation system and economic development has transformed from the “production-study-research”pull mode mainly led by enterprises to the “study-research-production”push mode which is characterized by original innovation.Colleges and universities are charged with the national high-level personnel trainingand knowledge innovation task and they need to actively establish reasonable and effective human resource allocation mechanism of colleges and universities which is accordance with the rules of education in colleges and universities and arouse the work enthusiasm and creativity of school staff constantly.Colleges and universities human resource allocation is an important part of school human resources management. This paper uses Principal Components Analysis to rank the level of college and universities human resource allocation of 31 provinces in China in 2012 and analysis the differences of the level of college and universities human resource allocation in east, middle and west region in our country. At the same time,the paper uses the Stepwise Solution to find out the influencing factors that affect the differences of the level of regional colleges and universities human resources allocation in China and test them by Nonparametric tests and analysis the problems existing in colleges and universities human resources allocation in our country and put forward some countermeasures according to the above analysis.This paper consists of five chapters. The first chapter introduces the research background,research contents, the significance of the research, research ideas and the innovations of the research. The second chapter elaborates on the important concepts involved and the theoretical foundation of the article,and then conducts a systematicliterature review of both home and abroad research through the collation of relevant literature and review and explains the feasibility of the study. The third chapter and the fourth chapter are the cores of the study, and they are the empirical analysis part, and use Principal Components Analysis to rank the level of college and universities human resource allocation of 31 provinces in China in 2012 by constructing the index system of evaluation of the level of regional colleges and universities human resources allocation in China and the Stepwise Solution to find out the influencing factors that affect the differences of the level of regional colleges and universities human resources allocation in China and test them by Nonparametric tests at the same time. The fifth chapter summarizes the research and analysis the problems existing in colleges and universities human resources allocation in our country and put forward some countermeasures according to the above analysis, at the same time, the research limitations and suggestions for the future research are discussed in it.
