Comprehensive Evaluation Of The Competitiveness Of Regional Science And Education In The Western Provinces And Cities

The economical development divergence of Eastern and Western Region is expanding since the Reform and Open Policy was launched, which will affect the long-term sustainable development of the country and the coordinated development of the region economy. Therefore, the Western Development Strategy was launched in 2000, aim of which is promoting the economic growth in Western Region, promoting competitiveness of Western Regional Provinces and lessening economical divergence gradually. The Western Regional economy has developed quickly since the Western Development Strategy launched. However, the divergence is not lessened but expanded. The Western Region GDP occupies the proportion of Eastern Region from 29.45% in 2001 drop to 28.40% in 2005 while the Western Region per capital GDP occupies the proportion of Eastern Region from 40.73% in 2001 drop to 39.95% in 2005. This indicates that the competitiveness of Western Regional Provinces' economy development is relatively weaker, the technical innovation ability particularly. As an important constituent of economy development competitiveness, the science and educational competitiveness is the primary factor of the sustainable and frog-leap development of Western Regional Provinces, manifesting technology innovation ability and economical endogenous growth ability of Western Regional Provinces. Therefore, this thesis will analyze the science and educational competitiveness condition and the issue of Western Regional Provinces, and seek the way to promote the science and educational competitiveness of Western Regional Provinces.Embarking from the regional innovation view, taking competition theory and the innovation theory as the foundation, basing on the former literature, this thesis defines the science and educational competitiveness, and establishes the evaluation system of the science and educational competitiveness. Meanwhile, the thesis analyzes the science and educational competitiveness of Western Regional Provinces by Principal Components Analysis and Clustering Analysis, and obtains the present situation and the development situation of the science and educational competitiveness of Western Regional Provinces. The study proposes some strategies and suggestions to promote the science and educational competitiveness of Western Regional Provinces.
