Since the beginning of 21st century,more and more attention is paid to the key competences of citizens,the number of literatures of domestic research has increased year by year,experts and scholars have put forward their own views.In order to make clear of the students ' key competences' development,advance the implementation of key competences in mathematics,this paper discusses the connotation and components of the key competences of Mathematics through literature review and quantitative statistics,set up a framework of keycompetences for different study sections,and on this basis,make a measurement and evaluation of the key competences of 311 senior middle school students of 6 schools of the Inner Mongolia Autonomous Region.First of all,make a definition of connotation and constituent components of the key competences.This study is based on the literature reviewing,combined with the goal of cultivating talents in 21st Century,the connotation of the key competences of mathematics is defined as "the ability of students to adapt to the future life and become a qualified citizen in the new time".When defining the components of the key competences of Mathematics,this study starts from the 10 core concept of "The Compulsory Education Mathematics Curriculum Standard(2011 Edition)"(Short in "Standard"),according to the Specific description of "standard" and "Interpretation of Mathematics Curriculum Standard of Compulsory Education(2011 Edition)",divided the 10 core concept into 64 sub indexes,match the International documents and "standard" with the 64 sub indexes,then defined that the key competences is consisted of number sense,concept of space,data analysis conception,operation ability and reasoning ability.In addition,due to the "symbol sense" is necessary and elementary in mathematics,this study think "symbol sense" is one of the components too.So the components of the key competences of mathematics are defined as 6 aspects:number sense,symbol sense,concept of space,concept of data analysis,operational capability and reasoning ability.Besides this study divides the development framework of the mathematical key competences in the different study sections of compulsory education,and determines the key competences of mathematics what the grade eight students should have.Secondly,make a survey to the key competences of 311 students in grade eight in the Inner Mongolia Autonomous Region.On the basis of the connotation of the key competences of mathematics,integrant parts and development framework,using the mathematics students in grade eight test research project of"Research on science teachcing reform in the minority areas volumes",verified the paper for the feasibility of measuring students" key competences of mathematics,measured the key competences of mathematics of the students in test from the perspective of literacy.This study divided the test items into reproduction,connection and reflections levels which are proposed in PISA2003 to describe the students form L-H levels,when we judged the level of every student in each dimensions of key competences of mathematics,will be in the"level of recreation" the scoring rate of 0.50 and above the subjects were recorded as "level 1",in the "level of connection" scoring rate of 0.50 and above were recorded as "level 2",in the "level of reflection" scoring rate of 0.50 and above were recorded as "level 3",as a lower subject of the description that didn't reach the"leve1 1"subjects were recorded as "pre-level".Finally,judge of the performance of the 311 grade eight students in the Inner Mongolia Autonomous Region.Determine the "level 2" and above as the standard of having the key competences of mathematics.At the same time,according to the survey information,such as lectures and interviews,discusses the Mathematical key competences' compliance situation of the students who tested,the students who tested have the highest compliance rate in the number sense,the concept of space and reasoning ability comes second,the concept of data analysis and operational capability have a higher level totally,low section students at least and so on,and found the conclusion,ability of mathematics reading and mathematics contact life is an important reason for weak students lost.And the difference between urban and rural areas is a significant factor affecting students' mathematical core literacy in various dimensions...
