As a vital link of the research field of information and communication technologies (ICTs) for education, the effectiveness of ICT applications in the areas of education has got broad concern and attention in recent years. The ultimate goal of technology-supported education is to become a lever to promote education reform, to maximize returns with minimal investment or to get the best effect of the minimum input---to be most effective. Despite the increasing profile and importance of the use of information and communication technologies (ICTs) in the education sector are visible in our country, little is actually known about the effectiveness of investments in ICTs in education in promoting educational reform, and education goals. Such ignorance of the consequences or impact of ICTs will eventually constrain the development of ICT -supported education reform.Therefore, it is exigent to establish a set of systemic, comprehensive indicators with historical continuity as assessment tool, which may provide strong basis for the formulation of relevant policies and investment in education area.From macroscopical perspective, this article will analysis two of the most representative international examples of the research on assessing effectiveness of ICT in education, and try to draw several useful conclusions and acquire some inspiration. It includes four parts. Part one Introduction, it mainly focuses on the origin and significance of this study, to raise the question"Why"; Chapter One introduces some related necessary research concepts and background; Chapter Two introduces some representative foreign research projects and organizations of assessing effectiveness of ICT for Education, and includes detailed analysis of their key conclusions from different angels, therefore to answer the question"What"; Chapter Three is the conclusion of this study, to provide China's actual situation proposals and describe we should"How".
