The purpose of this paper is to explore the effectiveness of international education aid and both subjective and objective factors that may affect its effectiveness,so as to explore effective ways to solve the fundamental dilemma in the field of education in developing countries and provide guidance for international policies about education aid.Based on the theory of aid effectiveness,the author takes developing countries as objectives and uses data from OECD's Creditor Reporting System(CRS)to conduct empirical analysis about the effectiveness of education aid in terms of its influence on the penetration rate of primary education in developing countries,and also the impact of subjective factors(specific aid methods taken by donor states)and objective factors(social and political conditions of recipients)on the scale of such effectiveness.The results of the empirical analysis show that the overall expenditure of international education aid has a significant positive correlation with the penetration rate of primary education in developing countries.After classifying and testing international education aid expenditures according to the types of aid expenditures,the author found that educational aids invested through scholarships can promote the penetration rate of primary education in developing countries more significantly than educational aids invested through big projects,technology,and expert assistance.This reveals that the specific aid implementation method chosen by the donor state is an important subjective factor that affects the effectiveness of educational aid,and that direct capital investment that can solve the problem of household poverty is an efficient way to resolve the dropout rate in primary education.Moreover,after further investigating the objective conditions of the recipient countries,the author found that in countries where the constitution explicitly stipulates against gender discrimination,the promotion of educational aid to the penetration rate of primary education can be magnified;and same situation is found in countries where recipient-government's comprehensive quality is higher.These findings confirm that the effectiveness of educational aid can be affected by the objective social and political factors of the recipient countries.The effectiveness of international education aid can be weakened in countries with severer gender discrimination and countries with lower comprehensive government quality.The innovation of this article lies in the following aspects.First of all,when measuring education aid expenditure,the author considered that there is a large gap between the donor's commitments and actual expenditures and didn't choose the larger amount of aid commitment data widely used by previous scholars.Instead,the author chose aid disbursement data that can more accurately reflect the real input of donor countries,making research results more reliable.Secondly,when analyzing the effectiveness of education aid,the author broke the limitations of scholars in related fields who failed to take into account the variety of specific implementation methods taken by different donors.Therefore,the author flexibly used the credit reporting system of OECD where data were classified according to the specific aid type,which enabled the author not only to elaborate the fundamental mechanism of aid's function,but also to provide a design-guidance for future education aid policies and projects.Furthermore,the author's focus on the penetration rate of primary education as the criteria of aid's effectiveness not only reflected the concern of the most fundamental education dilemma in developing countries,but also made up for the fact that current education aid from international institutions and donors is more concentrated on higher education and vocational education Finally,the author's analysis of the moderating role of objective factors in recipient countries is not only a powerful supplement to the theory of aid effectiveness,but also suggests how international society can handle relations with recipient states' people and government.
