On Public Welfare

Public welfare is a common word. Although many people hear of it , but they do not know the right conception of it and always use it as the abbreviation of public interest. To know the meaning of public welfare , we need to analyze and research the history of public welfare. From the it's etymology , we know it is come from a English word and has it's own special growth track. It is a special area concerned of every social aspect. As the view changes, public welfare varies it's meaning. And it has different content on ethics,politics, economics and law. After analyzing the condition of public welfare, we can find it has 3 characters: non-profit, benefit-others, ethical. With public welfare behavior, these characters make some special social effects: constructive social relationship, development of social relationship, social cost reduction, maximal usage of social resource. During identifying it's meaning, we find it is easy to be confused with other words. Especially in the case of public interest, people are always ignore the different points between them. After contrasting public welfare and public interest, we find they belong to different field and have respective content in etymology, ethics.The subjects of public welfare reflect the character, value of public welfare. According to the current situation, we can classify these subjects into two parts: the one with public welfare spirit, the other with objective public welfare effects. These two parts include individual, local community, public welfare non-government organization, government, market. All of these are the main part of public welfare supplement. They affect the development of public welfare based on their own peculiarity.As the modernization gets more and more deep, the supplement of public welfare gets it's own modern problem. It includes the lack of public welfare power in individual,the incompletion of it's price system , the public welfare degeneration during systematization and becoming market-oriented.To avoid degeneration and protect it's development, the defence of public welfare should be put into schedule. The main power of the defence come from the complete legal system. We should complete the subject legal access system,the regulation and supervision system,the legal aid system. The complete legal system is the foundation of advance of public welfare, the legislature also have the responsibility to make a perfect public legal system.
