In the Knowledge-based economy times, information is developing and changing rapidly. Philosophers begin to apply system theory as a viewpoint to analyze problems. Most of the governments in the world are appealing to build the learning society, become a creative nation and prepare for establishing harmonious society. Being under such background, the author decides to research the learning organization theory and gets to know that learning organization theory is a flexible management, a man-centered management. And also the writer raises a suggestion to change the bureaucracy organization type, and doing research on how to build a learning college and change the presidents' role.The article is including five parts. The first part introduces the background and significance of the article. The second one begins from introducing the bureaucracy and its negative points, which are the obstacles of constructing the creative nation. College is a leading organization of the society, which has a function to push the development of the society. If college becomes a learning organization, a new organization model which can cultivate the creative students, above all, it is helpful to build a creative nation. The third part gives a brief introduction of learning organization at first, and then according to the theory, writer raises to build a learning college through changing the way of management, teaching, researching and studying. The fourth part and the fifth part are the core as well as main creative parts of the paper. The fourth part brings up a suggestion to change the president's role on thinking and behavior, and raise the quality of a transforming leader. In the end, the writer raises that it changes the present's role through studying theory and practical innovation. The fifth part of the paper submits the helpful ways to support the construction of learning college and the transformation of the president. There are three ways to support the former such as building study mechanism, making learning campus culture, using HT. There are four ways to support the transforming of the president such as self-management, the president's accountability system, the president's evaluation, supervise from students and teachers; it is helpful to use the four measures to change the president's role.Constructing college learning organization, which makes the staff and students in the college creative and vigorous, and improve the competitive ability of himself, as well as keep the sustainable development of the college in the future. At the same time, the president has to change its role, from authority management to man-centered management. In this process, this needs not only strong will by the president, but also the efforts of staff and students in the college.
