Now, the academic evaluation is the one of most be taken attention in higher education academic circle of our country. In recent years, Scholars have being researched and explored about academic evaluation system, Expert-evaluating and SCI etc, and make some achievement. Based on the theories of, this paper analyses the characteristic of the academic evaluation based on manage technology, politics, sociology and education, define the meaning of administrativization of academic evaluation, probe the reason from the point of academic and administration. Author' opinion is that give a dialectic cognition to the administrativization of academic evaluation and utilize it reasonably.This paper's novel point is represented as follow: based on that administrative section author guides the evaluation and evaluates academic level with the means of administrative management, defines the meaning of administrativization of academic evaluation and aver utilize it reasonably. In comparison with that the researchers criticize administrative factor intervene academic evaluation and manage the academic business with administrative manner, the paper analyses the cause and expression of administrativization of academic evaluation, objectively points out the some disadvantage and rationality of administrativization of academic evaluation.This paper includes five chapters and the main question which are discussed as follows:If define the meaning of administrativization of academic evaluation, we must understand the meaning of academic research and academic evaluation. From various cognition of about'academic research',The paper draws the conclusion that form of academic research is multiple. It means that academic research is not only explores and findsprofound knowledge, pursues truth, but also include the application of research. Academic evaluation is included academic research and it'means is multiple. The object of the paper is the academic research of Chinese colleges. Based on the specific characteristics of research object and the speciality of evaluation_ man, author summarizes the characteristics, including technicality, complexity, rightfulness, authority and the impermanency. Author gives a clear definition about administrativization of academic evaluation that the administrative section masters the affair of academic evaluation administrative, personnel make use of administrative means to evaluate academic researcher and academic production.In partâ…¡, author retrospect the history of the administrativization of academic evaluation in Chinese colleges after the country was founded. From these, we obtain the historical root of administrativization of academic evaluation and point out that seven shortcoming of administrativization of academic evaluation: non_ academic of the evaluation aims, administrativization of the evaluation master, quantity of evaluation index, utilitarian of evaluation system, attenuation of democratic and etc.In order to realize the reason for administrativization of academic evaluation on Chinese colleges, author analyses and researches it from the perspective of administration and academic. In view of administration, the reason for administrativization of academic evaluation is that the laws aren't perfect, academic resource is controlled by administration section, the influence from the theory of neoteric science management and management system of Chinese education. In view of academic, our college is short in tradition of college autonomy and academic authority, which lead to administrative power control the academic evaluation. The idea that being an official affects the academic researcher, academic circle is confronted with trust crisis. Administrative section has chance to control academic researcher and academic production with administrative means.Compare with the characteristic of academic evaluation, the characteristic of administrativization academic evaluation show some characteristic of administrative power and administrative management means, such as: the compellentation of evaluation means, the applicable oriented of evaluation aim, the high efficiency and cyclist of evaluation and the unification of standard. Before the popularity of administrativization of academic evaluation, the conventional academic evaluation of expert evaluation was adopted in Chinese colleges. For long time, because of the human feelings factor influence, this kind of means and its objectivity are argument by people. Because of lack of academic authority and academic researcher became larger, the current academic expert has already had no ability to undertake all academic judge mission. Be subjected to the modern science management theories influence, the administration organization beginning of the high school predominate an academic evaluation gradually, managing an academic evaluation an activity with the way of the administration management, administration of academic evaluation turn to incline became more and more outstanding. The method and the current administrativization of academic evaluation administration that takes a comprehensive view of an expert to judge turn phenomenon, the author thinks two is each beneficial and shortcoming. This paper emphasized analyses the shortcoming and rationality of administrativization of academic evaluation. Such as: emphasize the rigid index, the evaluation method is too brief, he result the in the academic prosperous appearance, academic abnormality became more worse, the academic freedom and academic democracy was restricted. The rationality overcome the influence of the subjective factor in the certain degree, it is easy to raise the efficiency of the academic evaluation, be help to enhance the academic research enthusiasm and the possibility is better.Based on understanding the administrativization of academic evaluation, we must make good use of the administrativization of academic evaluation reasonably, making it be able to promote an our country academic progress and the prosperity in colleges. Making use of the administrativization of academic evaluation reasonably must control two principles. The first one is that choose a suitable evaluation method according to the objective and academic of evaluating objective and don't demand consistently. The second one is holding the degree of the administrativization of academic evaluation. Following these two principles, the author puts forward several constructive suggestions that Moderate the relation between academic power and the administration power and confirm the working function of academic evaluation and insist the academic evaluation principle of the humanization and reform the method that the quantity turns an evaluation, change single quantity to turn the evaluation as diversified evaluation method and strengthen academic organization with the construction of the academic group and raise academic researcher's personal cultivated manners.In conclusion, be a kind of special management activity from the academic evaluation, it is not only pursues the efficiency of management, but also follow academic own logic. Therefore, this high-efficiency means of academic evaluation, which is the administrativization of academic evaluation is a logical result, this kind of administration turns in the meantime of the academic evaluation wants to conform to again academic logic of development regulation, can't allow it to expand without restraint, have to make use of it reasonably, making it can be advantageous to academic healthy development of colleges in the end.
