In recent years, the administrative tendency has been more and more prominent in the higher education management of China. The universities are affected internal and external, and it resulted a series of problem. Externally, governments have done excess management on universities, leading the loss of vitality in universities. Internally, the academic power and the executive power are at the conflict condition, the lack of academic status has hindered the development of university.Actively promote the de-administrativization reform of higher education management is the key to solve these problems. On this account, the relevant regulations and policies has been promulgated by the state, and the higher education sector are also doing many beneficial attempts. However, the implementation of de-administrativization of higher education management is a systematic engineering, it will be a long process to realize under the existing system of social management in China. In consequence, we need to find the practical ways to achieve this goal with the efforts of all sectors or groups internal and external university.In this paper, through the summary of the executive apparent of higher education management in China, analysis of its causes, and combined with the advanced experience of higher education management of developed countries, analysis the approaches to realize the de-administrativization of higher education management of China, try to invite suggestions directing the optimization and transformation of higher education management in China. It has important theoretical and practical signicance.
