The rural management system of compulsory education is regarded as an important system of our country, it not only influences the full play of the national educational function, but also has very important effect on the development of compulsory education undertaking of our country. Therefore, by demonstration research in evolvement and developing direction of the rural management system of compulsory education, has a very great realistic meaning.This paper adopts demonstration research and literature analysis methods, takes the reform of the management system of compulsory education of F district in Hubei province as an example, tires the transitional process of the rural management system of compulsory education in our country, detailedly introduces a series of innovation measure of management system that F district puts up under the new educational, political, cultural and society environment, aiming at the historical unused management system, summarizes its experience, deficiency. Through this typical case, I probes into the further developmental direction in the reform of our country's management system of compulsory education and lodges my advices.The article is divided into five parts: Part one is the introduction, mainly introducing the genesis of selected title and the theme's investigation method, summarizing the existing research results, explaining the research method and materials source of this article, defining the main concept relating to this article and the overview of the author's case.Part two, I takes our country implementing different policies in the management system of compulsory education in different periods as a basis, divides the management system of compulsory education of F district in 1949- 2000 period into six stages: namely centralize power and unity of the management system of compulsory education in 1949-1957, taking the decentralization as the core's management system of compulsory education in 1958-1962, the unified leadership, differentiated control of the management system of compulsory education in 1963-1965, the seriously destroyed period of the management system of compulsory education in 1966-1976, resumed unified leadership, differentiated control of the management system of compulsory education in 1977-1985, "responsible for place, running a school, differentiated control in grades " of the management system of compulsory education in 1986-2000, introduces the national basis of implementing different management system of compulsory education in F district separately, tires the detailed conditions of F district, and makes a brief appraisal of the management system of compulsory education in each periods, analyzes its advantage and deficiency.Part three, I divides the innovation measure of the management system of compulsory education in F district into four respects, namely changing the management institution, implementing the headmaster's responsibility system, implementing the appointment system and configuration wage system for the faculty and staff and standardizing the management of the financial rule, introduces the detailed conditions of the reform of the management system of compulsory education in F district in detail, under thus, shows the detailer measure that F district carries on against educational environment under the new situation.Part four, the author analyzes the effect of the reform of the management system of compulsory education in F district emphatically and points out its deficiency existing.Part five is the remaining discussion, according to this typical case of F district, the author further probes into the direction of the voluntary reform of the management system of compulsory education of our country under the new situation, proposes defining the responsibility rights of the governments and educational administrative department at all levels, standardizing the government's behavior; the symmetry information in finance ministry and education department, making the education financial transparence; reforming the employing system of the education system and distribution system, implementing the system of competing for posts and more pay for more work; withdrawing the government's management in the microcosmic rural management system, implementing the headmaster's responsibility system; setting up and amplifying the relevant education laws and regulations, guaranteeing the headmaster's exertion power in accordance with the law and so on.
