A Research On The Management System Of The Rural Compulsory Education Expenditure In The Under-developed Areas

The management system of rural compulsory education expenditure is a part of the management system of rural compulsory education. It's an important system solving the source of rural compulsory education expenditure. The problem of compulsory education expenditure shortage in rural areas, specially in under-developed areas is always a bottleneck restricting the development of rural compulsory education and affecting seriously normal development of it. The basic reason of rural compulsory education expenditure shortage is the imperfection of the management system of rural compulsory education expenditure. It falls behind the reform of finance-tax system. At present, the education management system of focusing on the layer of county government is carrying out in rural areas, but the adjustment of the management system of rural compulsory education expenditure hasn't been finished. Specially, after rural tax-fee reform policy has been put into practice, rural revenue has dropped rapidly. Education expenditure in rural primary and middle schools is shorter than before A series of problems about serious shortage of public expenditure in rural primary and middle schools, abnormal charge in it, being behind in payment of teachers, invading and occupying education expenditure and abnormal apportion from society haven't been solved completely and the trend of some problems is aggravating.After analyzing the present situation and existing problems of the present management system of rural compulsory education expenditure, from the perspective of thinking including government, schools, parents and society as a whole, the thesis is to discuss from following aspects: investigating move education expenditure and broadening the channels of the source of the education expenditure, distributing the compulsory education expenditure scientifically and reasonably and raising the efficiency of the use of the education expenditure, establishing a perfect system of the legislation and the supervision .The objective of this thesis is .theoretically and practically ,to establish a scientific and reasonable new management system of rural compulsory education expenditure with safeguarding steady expenditure course.
