Nowadays the Globalization influences every corner of the world and the intercultural communication is almost unavoidable for everyone. Acquiring Intercultural Communication Competence (ICC) in English language teaching has aroused the educators and experts' concerns and interests. Therefore, how to improve Intercultural Communication Competence has become an important issue in English language teaching and learning. The ultimate goal of language education should be to facilitate the language learners'Intercultural Communication Competence. Language plays a commanding role as a means of communication. Written language as one of the major communicative media, and also one of the four skills in English learning, should be paid sufficient attention in English teaching and learning. In order to facilitate the culture competence acquisition in English writing, corresponding measures should be taken in and out of class. These include providing the lectures, assigning students to read authentic language materials, and encouraging them to contact with native speakers. To achieve this purpose, it is an urgent task for teachers and students to possess bilingual competence as well as bicultural competence.Culture teaching is inseparable to language learning. There are some important cultural factors which influence the English learners in English learning, especially in English writing. Combining culture learning and English writing may be effective and helpful in enhancing the theory research in intercultural communication, and may also be applicable in improving Chinese student's writing skill. Therefore a corporation of culture teaching and language teaching approach of foreign language teaching should be adopted, and due emphasis should be laid upon acquisition of cultural competence. Only when language acquisition and culture acquisition are synchronized, will students be able to obtain what Hymes called"communicative competence".
