Explore The Federal Student Loan Policies On U.S. Higher Education (1970-1990)

With the support of federal government, the student loan policies on U.S.Higher Education are increasingly colourful and faultless after World Warâ…¡.They have made remarkable achievements during the processs of more than half a century. This thesis aimed at analyzing establishment, development and effectiveness of the system on student loan, so as to probe into the evolution of federal student loan policies, which may reveal the reason student loan policies advancing with times, and illustrate its effect during the processs of popular and democratic higher education.The thesis is composed of preface, text, conclusion and appendices.The introduction part draws the fundamental thread of the system on federal student loan , points out the thsis'values, and reviews the research achievements and diferent views of this issue in China and America.The text consists of three parts.The first part of the main body inquires into the background of the federal student loan policies during 1970-1990 starting with the policies after World Warâ…¡.That is to analyse its origination.The second part gives a full account of student loan policies during all previous revisions of Higher Education Act in 1970-1990, so as to expatiate on the adjustments of federal student loan policies ,and reveal its effectiveness.The third part appraises the evolution of federal student loan policies from a whole,and analyzes the inner connection of student loan policies between 1970s and 1980s.The conclusion part promulgates the achievements and shortcomings of federal student loan policies in the two decades on the basis of summarizing the whole paper, which are always adjusted to meet the need of times. In addition,we can draw lessons from American experience, it's necessary and useful for us to discuss the federal student loan policies on U.S. higher education.
