Research Of Current State And Countermeasure Of The Service System Of "Sports For All"

The "sports for all" has played an important role in the sportdevelopment in China. It has a close relation with the strengtheningpeople's physique, improving their health condition and living qualityand it is the composition of civilized, scientific and healthy life style.The report in the 16th National People's Congress has definitelyregarded the construction of perfect service system of "sports for all"as the aim of all-round construction of comfortably society, puttingforward the aim of forming diversified service system of "sports forall".With the community resident as the investing object, the contentand developing process of the service system of "sports for all" as theresearch object, the investigation as the main method and the data,inquiry and data analysis as the subsidiary methods, the thesis doesthis investigation of the situation and the reform of the system in fivedifferent cities to widely comprehend the reaction of the communityresident. Under the basis of analyzing the result, the thesis tries toillustrate the achievement and the insufficiency in the realization ofthe system. On soliciting the opinions from the experts, the thesisanalyzes in detail the achievement, insufficiency in the constructionand development of the system and puts forward relevant suggestionsfor the reform and development.The conclusions from the research are as follows. Firstly, theservice function is the fundamental and most direct function of theservice system; it reflects the essence and direction of the servicesystem. Secondly, the implementation of "the Sports Law" and "theOutline of the Sports for all" is the basis ensuring the position of "the sports for all" in the sports undertaking. The existence of perfectpolicies and laws is the guarantee of constructing and perfecting thesport for all service system and successfully promoting theprogram.Thirdly, people's approval of the necessity of sportsassociation is relative high. However, if the sport associations, withits good resources, want to play an more important role inimplementing the "sports for all" strategy, it is necessary to expandsubstantialize. Fourthly, government allocation and private fundraising are the main resources. The raise fund ratio from the sportlottery has taken a low composition, unsuitable to the socialization ofthe system. Fifthly, there are more than 350 hundreds public welfaresocial sports instructors in China now. The training and certificateattestation of professional social sports instructor has just begun. Thequantity and quality of the sports instructor in community could notsatisfy people's demand. Sixthly, the resident' sport consumptionpresents the shape of spindle, low in the two ends and high in themiddle. The structure of sports industry begins to take shape, with animbalanced development situation. Seventhly, the satisfaction ofexercising information supplying system is at a low level. Theinadequate motive force provided by the information, the lack ofcombining information, inadequate propagation content, the unvariedpropagation pattern cause the content, range and effect in a limitedlevel. Eighthly, the community residents have a low satisfaction tothe sport equipment. Free and low charge public sport equipments arethe main exercise place outside the community. The main factorinfluencing residents' participation is whether the equipments arewell or not and whether there are free.Lastly, the people's monitoringand evaluating system begins to take shape. Two physiqueinvestigations has provided sufficient data and reference indexsystem for the development of the "sport for all" activity. The results indicated that, the major factors restricting theservice system of "sports for all" movement and the developmentwere individual and social factors. The former included: Resident'ssports value idea, healthy thought and sportsconsciousness,consumption idea, sports behavior way and so on; The later includedwith sports policy and laws and regulations, propaganda medium andmethod, sports industry constitution, social sports instructor, sportslocation facility and physique monitor appraisal as well as socialfactor. At the end, this paper proposed the countermeasures in view ofthe questions correspondingly.
