With the arrival of the knowledge economy era, people now began to realize that the competitive staff is the most fundamental source of Core-Competence. The general ability and special ability is the most stable and long-term development, and the most essential infrastructure. In order to attract and retain more talents, enterprises and other organizations have launched various management changes. Among those management changes, changes of compensation management appear to be particularly important, because of it's a direct bearing on the job satisfaction of staff.Aviation Colleges and Universities are both the important base of technical theory innovation and the personnel-training cradle of China's Aerospace enterprise, which undertake the historic mission of providing talented people for the cause of national defense aviation. The development of Aviation Colleges and Universities is indispensable to a competitive team which is composed with teach, research and management specialists. Members of this team generally have higher education, they are independence, self-confidence, love learning, study hard, be good at innovation. The old model of compensation management of the Aviation Colleges and Universities appears lacks the ability to motivate them.Using modern management theory and incentive theory,this article makes a systematically research and analysis of the present situation of Aviation Colleges and Universities, especially on their compensation management system. It found that the system of their compensation management does not adapt the recent situations. These colleges and universities face with a problem that their attraction of talents is vanishing; the future of them becomes indefinite. For the philosophy of their management is behind the times, their compensation lacks of market competitiveness, the management of pay is too decentralized etc. To solve these problems, this article proposes a new model of compensation management-Incentive Compensation Model which based on staff function. Finally, this article explains the idea and contents of the Incentive Compensation Model through the case analyzes of some Aviation Colleges and Universities.
