With the rapid development of the society and economy of the CangLang District, Su Zhou, the community sports development shows more and more important function of social life in many aspects. This paper, with the responsibility of the government should be responsible for and the fulfillment of the responsibility as the starting point, aims to put forward what the local government should be responsible for and how to achieve it by the investigation of the sports development in Canglang district.By the reference to documents, talks with experts, norm analysis and case study, and the survey on the plight of the current community sports development--- the loss of the responsibility of the government, this paper points out the sticking point existing in systems resulting in the loss of that kind which could be concluded as follows: from the organization guarantee aspect, government responsibility consciousness fade out; from the main body in participating aspect, government omnipotence influence it; from the resource base aspect, taws and statutes does not improve and perfect; from the method and procedure aspect, the government's society consciousness is not insufficiency in managements; from the target and purpose aspect, because of the difficult position of the collective acting resulting in nobody taking responsibility of it. By analyzing the actuality and practice of the community sports development in CangLang District, the paper points out community sports development is a course with long-range target and should advance gradually step by step. We could not only pay attention to the results, but also emphasize the course. So people-oriented, sustained development, public participation, rich in individuality and taking serving as centre become the basic character of the community sports development. Therefore, the community sports development emphasizes self-development and self- improvement. Government planning target suits the actual condition. The actualizing course calls for the participation of the public. The government management should be limited but effective and the fund should be added continually and be used on schedule.On the foundation of the above discussion, this paper points out the system of the community sports development in CangLang District is good as the government's responsibility has been realized. Furthermore, the paper brings forward the local government's responsibility in the community sports development is that setting up the operation mechanism which is beneficial to the community sports development, ascertaining the dominant responsibility of the main body participation, offering fund and the technology, less restrict in the method procedure, establish government's target responsibility system. To realize this series of the responsibilities, what we need is actually a responsible government.
