Research On The Problem Of Government Responsibility Of Chinese Teenager Competitive Sports Development

Zhao Yu sports reportage "Strong Nation Dream" questioning the "Whole Nation System" has lasted nearly thirty years,although the existing problem of "Whole Nation System" given enough attention by government,and take corresponding measures to solve,but "improving measures" instead of "reform path" in order to perfect "Whole Nation System",which only results in dilemma of remedying the symptom without contracting the essence.As China's economic system reform continued to deepen increasingly,sports system highlights its inadaptability and are exposed to a growing problem focused on the contradiction between lack of teenager public sports rights and the privilege of competitive sports.The chinese characteristic competitive sports "Whole Nation System"constructed by exogenous modernization development way in the era of China planned economy,and its essence is conform to the will of people that competitive sports given political task as "win honor for our countries".In the process of reforming market economic system,which requires weakening the political functions of competitive sports and at the same time strengthening its economic function.Especially in the process of promoting modernization of national governance system with deepening of political system reform,and exploring the best state of sports management,namely sports good governance,which is the ultimate goal of buiding service-oriented government and the trend of the times of sports rights,therefore requires the more prominent public service function of competitive sports.So in this paper aiming at the most fundamental problem of"Whole Nation System" which is the contradiction between teenager sports rights and principles of competitive sports,political and sports theory as the guiding to re-examine the core issues on separation of teenager sports and education.Making a conclusion through analysis:Competitive sports should service for the teenagers,and cultivation of teenager sports skills and consciousness is footstone of developing social sports and expanding organizations of social sports,and is the foundamental precondition of realizing"Strong Government and Strong Society" of good governance model under "Whole Nation System",and according to state of reality that the teenagers "physical activity" replaces the"sports",proposed to build teenager sports public service platform of "learning" "training"integration,and then from three aspects:value guidance,system construction and resource supply,to rethink offside,vacancy and dislocation of government responsibility,and redefine the government responsibility boundary,and put forward corresponding countermeasures.The main content is as follows,the first chapter is the introduction part,elaborated the research purpose and research status at home and abroad,and introduced research methods and research ideas.Chapter 2 as elucidating conception and theory.Clear attributes,function and value from analyzing nature of sports,and analyzing demonstrates that the sports belong to the category of public power by using the theory of public economy,and then in the perspectives of good governance prove that building teenager sports public service platform of "learning" "training" integration under adhering"Whole Nation System" is the fundamental guarantee to maximize the public sports interests.Third chapter part for teenager state of competitive sports and reflection on the government responsibility,using the conclusions provided by the theoretical part review teenager sports present situation,and put forward the related problems of government responsibility.The fourth chapter not only expounds the foreign teenager sports development basic types,but also provides some means of use for reference to development of China teenager sports.The fifth chapter gives countermeasures for the problems to the government responsibility from three perspectives of value,system and resource.In the concluding part of the thesis,reiterate the significance of the teenager sports development,the sports has dominant position in the teenager education,and strategic significance in strengthening national physical fitness and realizing national rejuvenation,furthermore,from the angle of China sports system,emphasizing that the teenager sports development plays an important role in the evolution of China sports system in the future,and to promote "state sports" into the"society sports",Ultimately,forming Chinese sports good governance mode of "strong government and strong society".
