Community service is an important content in the community construction; it’s also a necessary way in building of harmonious society. The hysteresis quality of community service indirectly regulates China’s social reform, steady and development. Clearly positioning the government responsibility in the urban community service, sticking with a theme of serving the people and improving the quality of their life, and benefiting more people, these are the prime goal and foothold of building harmonious community, it’s also the need of implementing comprehensively the scientific approach on the development and constructing a harmonious society of socialism, It has important reality meanings for improving people’s life, increasing employment opportunities, resolving social contradictions and accelerating harmony society’s construction. In practice, community service function has worked more efficiently to a certain extent and achieved a few social effects, but many problems still exist.
