All activities in distance education are revolves learner's study. Opposite to the face-to-face education students, the distance learners have different characteristic, they will meet more difficulties in studying. To research the obstacles of distance education learners can cause us to be clear about the question exists in the distance education, only in this way, can we provide better service for the distance learners, and enhances the learning quality .The obstacles for distance learners can be divided into three aspects, the students individual aspect, the organization aspect and the social aspect. The students individual aspect including their environment background, educational background and psychological background; the organization aspect including curriculum and study resources factor, teachers' factor, as well as learning support service factor. This research choose TVU distance learners as study object, investigate the obstacles of TVU distance learners about 3 TVUs in Anhui Province, finally indicated that, the affect factor of study obstacles for TVU distance learners from high to low in turn is, environment background, study support service, educational background, psychological background, curriculum resources factor, social factor and teacher factor. Among them, a row of first six obstacles are the insufficient of time, the bad of studying foundation, the inconvenient of transportation, fear test, lack of communicate with teachers and classmates ,as well as the prejudice from the society. According to the findings, the article proposed such strategies to reduce the obstacles of TVU distance learners.1. Consummate the learning support service system for TVU distance education;2. Raises distance learner's strategy of independent study;3. Consummate the curriculum, enhance the design and development of learning material;4. Transforms teachers' concept, improves their information literacy;5. Sets up new concept of quality about distance education.
