Since the adoption of reform and opening policies, Chinese economy has been going its well development tendency, the incomes of both rural and urban residents have increased continuously with economy of development, but it is not quite a relief. At present, under the economic pattern of different city and country economy, the income gap between the urban and country residents'income is widening, and it causes extensive concern, the central and local governments have adopted a series of policies and measures to raise farmers'income, however the result is not decided, the problem of the income gap didn't make better. Therefore, this paper employs economy growth theories based on the research results at home and abroad, and analyses effects of education and policy on the income gap, combining our country present income gap situation. Schooling influences residents to obtain income ability and level over a long period of time, and the gap of the average schooling causes the income gap. For a long time, the Government implements a series of policies biased to city, these policies influence the residents'income level quickly in the short time, and influence the residents'income level in a long time because the policy is inertial and persistent. So, the paper puts forward a series of proposals that change the policies biased to city and increase input in rural education. It is very important in both theory and practice.The paper has 7 sections. Section 1 is an introduction, introduces the subject's research results at home and abroad, the reason of title of selected and the main contents. In order to study theories analysis, section 2 includes general research theories (tools), such as the coefficient of Gini, urban/rural income ratios and Engel coefficient, and introduces the paper's theories foundation: the economy growth theories. Section 3 describes the incomes of both urban residents and farmers at present in China, compares absolute income gap, relative income gap, speed of growth, Engel coefficient and consumer gap, and summarizes the present situation of the income gap between urban residents and farmers. Base on section 3, section 4 discusses the relations among economy growth the biased policies and the income gap between urban and rural residents. The section mainly analyses policies how to influence the income gap based on the relation between economy growth and the income gap, and analyses the biased policies and policy game. Section 5 studies the relation between education and the income gap, and adds the average schooling gap in the model to conduct regression, finds that the average schooling gap enlarges the income gap. Section 6 suggests that the government should favor farmers in policies to constrain and shorten the increasing income gap, we suggest that governments should supply more rural public goods, support farming industrialization and increase inputs in rural education.. And the paper concludes that the Government should integrate the series of favored policies and build a channel of feedback of farmers'voice. Finally, the paper concludes that only equal economic development can shorten the income gap, and the equal economy development needs the Government change the city biased policy and improve farmers'quality.
