As the development of higher education institutions shows, the level of a university depends on the level of subjects which is reflected by teachers' procession. Without a strong teachers' procession, it is impossible for higher education institutions to educate eligible talented persons with creative spirits and practical abilities. To reserve the present excellent teachers and attract more excellent talented persons at the same time, it is very necessary to inspire the teachers fully and effectively in higher education institutions to improve their positively and creativity.Starting from the theory of salary and reward inspiration, using the foreign measures of salary and reward inspiration for reference. It also analyzes the case of Hunan University of Science and Engineering from the present inspirational state including the aspects of appointment, assess, education, assignment of school allowance, scientific research and introduction of talented persons. What's more, this paper puts forward that the emphasis of inspirational mechanism in higher education institutions lies in meeting the individual needs of teachers. For a university, the set course of welfare, the teachers' vocational programming and training system can meet the needs of teachers from different levels. For the key talented persons, we may carry out the right of a period of allowance and the system of salary. At the same time, it is very necessary to improve the salary level to attract and reserve the talented persons with high qualities. It can strengthen the internal justice of salary and reward inspiration to realize the appointing system of post and the strict assess system of achievement. Especially the participation of democratic management, the reasonable promotion and the predominant working environment can increase the degree of teachers' satisfaction. Therefore, through grasping the various forms of salary and reward in the round and integrating the practice, we can construct H institute's all-around inspirational system of salary and reward in order to attract, reserve and inspire teachers better. At the same time, we can generalize this conception to China's other institutes so as to accelerate the long-term development of our country's higher education institutions.
