The researcher mainly used Symptom Checklist -90 and self-made questionnaire as well as other approaches such as document analysis, testing, interview, statistics analysis, etc. in the investigation into 120 students and their 5 teachers of Urumqi Blind School. The 120 students consist of 78 boys and 42 girls; 46 of them are blind, and the 74 are half blind; 74 are of Han nationality and 46 are of ethnic groups. The investigation also covered the examination of the school's overall teaching stuff of Physical Education, facilities, PE class, students' attitudes towards physical education and their physical conditions and psychological state. The research, through the analysis of the existing problems found in this school, aimed to find solutions for improvement, to provide theory ground for compiling teaching material for the school, and to offer theory support to the reform and development of PE for schools of special education in Xinjiang region.The findings are as follows:(1) The majority of PE teaching stuff are middle-aged and young, all first degree receivers, and with the academic title of intermediate level. But most of them have hardly received special education training, and the number of academic publications is not optimistic. There exists a potential problem of keeping some teaching staff to stay on their posts.(2) There isn't a systematic PE teaching syllabus nor a complete set of textbooks for blind school students, so in present use are the PE teaching syllabus and textbooks for general elementary and secondary schools, which obviously is not very suitable for the disabled children. The PE theory teaching hasn't been given much attention. One and the end-of-term assessment on PE failed to objectively reflect students' condition.(3) Students most generally show more interest in sports and the participation to a high rate than PE class.(4) The curriculum activities after class are out of system; the school's sports meet cannot strictly follow the schedule.(5) Students' knowledge of physical education is mainly from radio as well as their teachers.(6) The sports ground in the school is far from the standard; the equipment is under the general requirement as far as its kinds, quantity and quality are concerned. And the equipment is inefficiently used. (7) The blind students' physique is different, but not significant, compared with that of normal children; as to the physical functions, the blind students' vital capacity is better than the normal students'; the standing long jump of the blind is far behind that of the normal; the grip of the former is a little better than that of the latter.(8) The occurrence tested of the blind students' psychological problems is of higher frequency. The positive rate of the occurrence ranked the first four are: easy to get annoyed and excited, feeling nervous or easy to get nervous, feeling punishable for some fault, feeling no hope for future.(9) As far as the level of psychological health is concerned, the blind students' is below the normal students'; the blind boys' is higher than the blind girls'; the blind Han's is a little higher than that of the ethnic groups; the half blind's is higher than the blind's. the health level varies from low grade to high grade. The fact that the blind's condition of psychological health improves with the frequency of exercise increasing suggests that physical exercise contributes to the promotion of blind students'psychological health.Based on the analysis of research results, relevant solutions and suggestions have been concluded:(1) More attention should be placed on special education and the training of PE teaching staff be further enhanced.(2) The research and development of the teaching materials especially textbooks should be speed up and the evaluation system for the teaching content for blind schools should be perfected.(3) After class sports activates in special schools should be normalized and the rate of blind students' participation in PE class and sports activates after class should be raised. Students' mind of physical education should be strengthened and the concept of life-long physical education should be built up.(4) Funds from various sources should be raised to improve blind schools' sports ground and other facilities.(5) Physical and psychological education for blind school students should be emphasized; the physical and psychological health of blind students should be improved through various approaches.
