The south region of Xinjiang is mainly inhabited by ethnic minorities, the minorities here have very good athleticism, they have developed a number of outstanding athletes, to the 90's of last century the overall level of basketball in the southern border region began to decline, from the results of primary and secondary school basketball game in the nearest few years of Xinjiang, the south region's basketball teams has withdrawn from the first list of teams in Xinjiang.This paper uses the methods of literature, questionnaire survey, visit investigation, data on the physical education teachers, supervisors, students in primary and secondary schools of ethnic minorities in southern border region of Xinjiang and carried out field researchs with the conclusions as follows:(1)Carrying out the game of basketball in Primary and secondary schools in South region of Xinjiang has some of the basis and conditions, but generally it is not satisfactory.(2)Physical Education teachers. The surveyed physical education teachers whose age structure is reasonable, but a considerable portion of the school physical teacher whose education levels are less than the national required standards. In the investigated physical education teachers female teachers are in the low number, the majority of physical education teachers do not self-learning and improving themselves. In the investigation many teachers have no training in addition to arrangements for the continuing education training in the education system, few teachers participated in training operations.(3)To the School basketball teaching, there are duplication of teaching content, teaching venue can not meet the requirements of teaching, few teaching, single teaching methods, random classroom arrangement and so on; teaching only attaches importance to teaching basketball skills and neglect the cultivation of students interest to participate in basketball, which makes the effect of teaching objectives and teaching do not match, resulting in children and teenagers like the game of basketball and not in love with the adverse situation of class basketball.(4)Situation from the student survey, the majority of students like in basketball sports, but the students do not have adequate time to play basketball every week, frequency and venue can not be assured that is because most of the schools is not open on weekends, and in community there is basically no basketball court to use by students, the students participate in basketball only on the basis of physical education teachers. To a large extent,this is not conducive to improve their physical level anf limit the development of basketball among students.(5)To the Basketball specific training, many coaches are part-time, , they use the extra-curricular activities after school to complete training with completion of teaching tasks at the same time, in majority of schools, venues and facilities, training time does not guarantee, the obvious contradiction among the students training, shortage of funds and competition opportunities, athletes have no opportunity to exercise through the competition and the basketball talent conveyor system is no systematic, also scientific degree of training is not high, it formed the situation the level of basketball training is not high, which seriously affect the reserve basketball talents'quality and quantity in southern border region.(6)The number of secondary school basketball competition is low in the south region of Xinjiang , teams are not training; male teams and women's teams disorder, women do not have enough emphasis on the building; under-funding problems troubles the Competition Sponsor teams; team members do not have strict qualification, many phenomenons with"in order to play the small", to a large extent these factors were against the school basketball team after the training initiative and impeded the competitive level of basketball in primary and secondary schools improved.(7)In the extra-curricular basketball activities there exist some issues such as basketball activities in the form of small,participating in the basketball activities of the small number, a lack of guidance, it can not meet the desire students participate in basketball activities and the joy brought about by the requirements, which are not conducive to the cultivation of students interest in basketball.
