Since the 1960s, school-based curriculum development was concerned in the developed countries. In the 1970s to 1980s, the development of school-based curriculum courses became an important trend in the abroad reform. The development of school-based curriculum was implemented with specific strategies and processes by different countries, such as the British first developed the school-based curriculum, it appeared this phenomenon of curriculum development in education practice, and then got support in term policy, this is a "bottom-up" model. In Australia, executive orders and experts and scholars widely publicized so that the development of school-based curriculum developed quickly, it is a "top-down" promotional mode. While the development of school-based curriculum of the United States was a latent situation occurred. China brought the concept of school-based curriculum development in the later part of The 1990s, it aroused people's attention. We actively explored and thought it in deeper level. We considered local culture of Gaolan as school-based curriculum resources, it has replenished the curriculum resources, and it made valuable local culture survive and carry forward. In school-based curriculum development and in the preparation of school-based teaching materials, the local cultural resource of Gaolan was divided into: the witness of the past civilization, a relic of the past, beautiful art, rich natural resources. I explored their own values of native culture, in the new curriculum standards, I thought of value of local culture and explored them. I tried to practice it about development of native culture, it formed a mechanism of local culture of research and development, we organized teachers and students to visited and collect information and began preparation of teaching materials, in order to be able to integrate into the local culture education in the school curriculum, and make them play a catalytic role to enhance their language literacy.Native culture was considered as a school-based curriculum resources, it widened the channel of resources of development courses, it change students' learning ways, and promoted ability of teachers and students to innovate, it aroused the diversification of evaluation methods, it formed a mode of more comprehensive school-based curriculum development and operation, it trained students' quality of text and improved the overall quality of students. However, in the study of subjects, there have also been some problems, I will solve it in the future of research.
