Education is the sill of nation development. The compulsory education belongs to the foundation education. Accepting the compulsory education is not only the basic right of each citizen, but also should be guaranteed by the law and national system. Our country is the big country that the agriculture occupies the predominant position. The village population accounts for more than 70% in our country population. In present the primary problem of Chinese education is the countryside compulsory education. In recently the two outstanding problem are public finance difficulty and the unfairness of countryside compulsory education because of poor economy in countryside especially poor western region village. Though our country has given high attention and aid of important funds to countryside compulsory education,it is still no guarantee of systemy. So the government should establish the oppositely fair public policy as soon as possible, and provide the homologous public service,in order to promote the equity of compulsory education in village. The inequity phenomenon that countryside compulsory education realm appear reflects the current social inequity problem, which demand to be researched. This thesis analyzes the deep policy reason of the inequity problem in countryside compulsory education. Pointing out the main reason of inequity problem is lacking the "equity" in education policy. meanwhile from the view of system analysis, inquirying into the influence of the different system arrangement and the system interaction process in countryside compulsory education developement, in the end puting forward the homologous policy suggestion of perfecting reformation in current contryside compulsory education systemThe article has four parts.The first part is exordium,expatiates the origin of the thesis, and elaborates study apparent condition of related theory in and out of country, then introduces the main content, thinking path of the thesis and the innovated point of the thesis.The second part demonstrate the theory reason of the education i.e. the theory of public suggest,the theory of fairness and the theory of public products.The third part dissertate the status of the nonfairness for countryside compulsory education. And it also analyses deeply the deep-seated policy reasons of the present status . This part is the difficulty of the thesis.The forth part is the emphasis of the article. It discusses and proposes the Countermeasures and suggests of solving problems,in order to for reference of related government departments and officers.
