"National medium and long-term Education Reform and Development Plan"proposed that the next decade our pre-school education's goal is to basically popularize Pre-school education. Undoubtedly, this Strategy is a milestone to China pre-school. But for the western region of China to achieve such a goal is very arduous. So how to seize the opportunities and meet the challenges of our country developing pre-school is a real and urgent task.The study, based on the current situation of westerns, select a state-poverty county, Yan-Chang County for analysis object. With the methods of documentary analysis, investigation,interview,observation analysis and comparison analysis, this study try to descript and theoretical analysis the problems of rural areas of west China's pre-school education objectively. Through the analysis the author thinks that the root causes is the current policy which hampered the development of west China's rural pre-school education. On the basis of analysis of the situation of Western Countryside areas'pre-school education. The paper presents six policy measures for promoting the development of Western Countryside areas'pre-school education, namely reviewing the and positioning rural preschool education's public property; Strengthening the government's public responsibility; Increasing expenditure and adjusting the distribution patterns of financial input; Making teachers stability and improving teachers' professional attainments; Overall planning the development of rural pre-school education, reasonable layout the rural pre-school education structure; Pushing the school bus service to compensate for the people whose interests impaired by the layout and adjustment in rural schools.This Paper is composed by four parts: the first chapter is mainly introduces the topic reason, the topic significance, Literature research status and some other papers related must be made. The second chapter reveals the current situation of western's pre-school education and its problems, and analysis of the reasons of the problems developed from the public policy perspective. The third chapter is about the United States and Japan's pre-school education development policy experience. The Last chapter of this paper, put forward some policy suggestions of preschool education in western Countryside areas.
