The Research Of Urban Community Public Service Management

Community Public Service plays an important role in promoting construction of community, improving people's life quality and building a harmonious society. This thesis conducts a research into the operations of Community Public Service, discusses what kind of role the government will play in the development of Community Public Service, explores new operation orders and rules of Community Public Service, and adopts effective innovations of organization and systems to push forward the sound development of Community Public Service.This thesis is composed of seven parts. Part one introduces the background, significance and methods of research and gives out general ideas of research; Part two discusses basic concepts and relative theories of research to give a clear orientation of research subject and lay a foundation to the following discussions. Part three introduces the current situation of community public service at home and abroad, and analyzes the development history of community public service in China and its existing problems; Part four analyzes the difference between community public services at home and abroad by adopting theoretic knowledge, and reveals the development orientation of community public service in China; Part five gives some examples like 81890 service platform of Haishu District, Caring the Aged at Home project of Ximen Community, Haishu District and Luoshan Club House in Shanghai to discuss the ways of developing community public service; Part six gives out general ideas of community public service development on the basis of example research, and indicates that socialization and industrialization of community public service are to be promoted in terms of organization mode, system arrangement and government function conversion. Part seven makes a conclusion of the whole thesis and points out some insufficiencies in the research as well as future research orientations.
