The Research On Community Public Service Supplying System In Country Area Of West China

Public service is to satisfy the universal requirements of the community members, which are mainly consisted of social services represent by non-product like forms, such as fund, information and technologies provided by government or non-government public organizations. Public service has two characters: (1) It is used to satisfy the universal requirements needed by the society. Public service belongs to public products, which are consumed by social members at the same time other than for individuals. (2) It is the non-profit entity, but not valueless. Take the hospital and school as examples, both of them are non-profit but contain the benefit price technically.This research was based on the country community developing theory, public product supplying theory, public choice theory and system variance theory. Through thorough talking with country people and reference study, this research reviewed the community public service system change in country area of west China, and found out the current situation that the total funding in the country public product and public service was low. Further, due to the dual structure developing mode between city and country, the government correspondingly provided the dual public service supplying mode, which resulted in the greatly less service in country than in city. Besides, the upside down administration command mode in public service supplying also caused the supply not matched to the necessity, which made the system veryinefficient.After analyzing the serious problems in country community public service, the author concluded that the dual structure mode between city and country is the main reason of the supplying deficiency in such situation. Also, the discrepancies during the government function change caused the in-balance of supplying system. Based on these conclusions, this study demonstrated that doing system innovation is the ultimate approach to improve the community public service in country area of west China. The innovation includes the following four aspects: insist on the uni-policy for both city and country, give up the current policy that only focus on city and provide equal supply to the country as well; set up necessity representation system, optimize country public service supplying policy; change the evaluation criterion of policy achievement, encourage multi ways to provide the public service; lead the use of traditional local sources during the system innovation of community public service policy in country area of west China.
