The objectives of security education in primary and middle school are the rod of security education. They can regulate and restrict the acceptance or rejection of the contents, methods and means, can provide the basic evaluation standards for safe education, and can coordinate different role of education factors and education forces in security education.When we has formulate the objectives of security education in primary and middle school, it is necessary to consider synthetically the subjective and objective needs of learners and their existing level of security knowledge and skills, the needs of the community and sources of the development of academic disciplines.Nevertheless, it could lead to imbalance in the development of the security education when there is too much emphasis on one of the three. As the application of safe learning, it is reasonable to accomplish the needs of learners as the most basic source to integrate social needs and academic development.The objectives of security education in primary and middle school have three kind of core orientation as the behavior objectives, the extensibility objectives and the performing objectives. Generally speaking, the focal point of low grade students'safe learning should be placed on the acquisition of elementary security knowledge and the basic security skill. Therefore, the behavior objectives are quite effective. The focal point of middle grade students'safety learning should be placed on the ability of solve actual safety problem. Thus the extensibility objectives is quite effective. The focal point of high grade students'safety learning should be placed on safety creativity. As a result, the performing objectives is more appropriate.The formulation of safe educational objectives in elementary and middle schools should follow principles as the foundational and the expansibility, the continuity and the uniformity, the integrity and the difference, the scientific nature and the humanity. Refer to the educational objectives division of educational objectives taxonomy and the definition of safe educational objectives, the objectives of security education in primary and middle school could be constituted of three aspects as the cognitive domain, the security emotion domain and the security motor skill domain and five aspect as five study sections which including"1-2 grades","3-4grades","5-6 grades","7-9 grades"and"10-12 grades". From the concrete constitution, we should have a total educational objectives namely the formation and improvement of self-cultivation which including the students can acquire the safety consciousness, enhance the self-protection capability and respect life of themselves and others in the experience, can master, publicize and application the knowledge of security and Related discipline and protect security environment consciously in their scope of competence, can resourcefully and courageously handle kinds of safe accident or hidden danger suiting their age or ability through prevention, call for help, help oneself and each other when encountered safety problem. Then we could propose the safe educational objectives of each study section separately according to factors.The conditions of transformation of idea, formulation of policy and order, establishment and sanity of related organization, value of curriculum and teaching, provision of teachers and the basic environment and so on are not only the premise which to realize the objectives of security education in primary and middle school, but also the guarantee which to achieve the objectives of security education in primary and middle school.
