It is the vast size of our country,the complex geographical condition and frequent natural disasters that have caused the ruin of many school schoolhouses commodities and have further led to the injury of many students.The people's government has attached great importance to it.Students are the hope of the family and the future of the country.The safety and security of the commodities in primary and middle schools is a crucial and urgent problem remained to be properly solved.The safety and security of the commodities in primary and middle schools can be roughly divided into three stages: The first stage is after the founding of the school construction.A Large number of primary and secondary school buildings have been raised by that state,and the basic requirement of education has been greatly satisfied by the rise of a large number of primary and secondary school buildings by way of reconstruction and expansion.The second stage is from the reform and opening-up to the Wenchuan earthquake of 2008.China has rebuilt old school buildings and repaired dilapidated buildings,and implemented the project of education project,renovation of dilapidated buildings in rural primary and secondary schools,construction of rural boarding schools in western China and renovation of rural secondary schools in the central and western regions.The quality of rural schools and improving the face of primary and secondary schools in rural areas had been improved.After Wenchuan earthquake,the school buildings were required to be reinforced in case of natural disasters.The CPC central committee and the state council have implemented the national primary and secondary school building safety project,which aims to strengthen the construction of comprehensive disaster prevention capacity through the construction of anti-earthquake and anti-earthquake measures in small and medium-sized schools across the country,so that the school buildings can meet the standard of anti-seismic fortification,and meet the safety requirements for disaster prevention and safety of landslides,landslides,mudslides,ground collapses and floods,typhoons,fires,lightning strikes and other disasters.From the perspective of reality,the policy design of the safety construction and security guarantee of primary and secondary schoolhouses in China has been mainly enacted since the Reform and Opening Up,which ushered in a peak after the Wenchuan Earthquake.On the whole,since the Reform and Opening Up,the construction of the safety policy of primary and secondary schoolhouses has been extremely fruitful under the attention of the Party and the government.The condition of a large number of commodities in primary and middle schools has been further improved.These major education policies played an active role in effectively lifting education quality,reducing education development imbalance,improving building quality,etc.At that time,education resources were relatively scarce,the safety condition of the school buildings was severe,and the development demand of education was unprecedentedly strong.However,the security of the school premises is far from being a safe and heavy task,which is a long term work that is difficult to achieve.Many tasks need to be addressed.To transfer the vision to the operational level,the solution of the safety guarantee of primary and secondary school buildings requires both the top-level system design and the policy support and guidance,and the mechanism design of the concrete and micro mechanism to ensure the strength and validity of the system operation.It is in this way that we carry out that research on the domain of "security guaranty mechanism of schoolhouses in primary and middle schools since the Reform and Opening Up" as the core domain.In particular,the problems we hope to solve in this article can be summarized as follows: firstly,from the perspective of the development process,the safeguard mechanism of the primary and secondary school premises has undergone a development stage since the Reform and Opening Up,and there are logical linkages between the stages.Secondly,from the development point of view,what achievements have been achieved by the current safety guarantee mechanism for primary and secondary school buildings,and what is not enough;Lastly,from that development trend,in the face of the main contradiction of the current society,the primary and secondary school safeguard mechanism should choose how to carry out their modernization transformation truly.It is hope that the author will give a systematic,objective,accurate and scientific explanation for the transformation of the safety and security mechanism of the schoolhouses in primary and middle schools.The main body of this thesis is composed of 6 parts.The first chapter is the introduction to the theory of primary and secondary school buildings security mechanism.The research purpose of this chapter is to construct the basis of the theoretical aspects of the research work.The main contents of this chapter include 4 parts: The first part is to define and clarify the core concepts,design concepts and constitutive elements of the primary and secondary school building safety and security mechanisms.The second section reviews the core concepts that should be adhered to in the studies on security guaranty mechanism of schoolhouses in primary and middle schools,including efficiency and fairness,people-oriention and innovation,greenness,openness,coordination and sharing.Thirdly,the paper explains and interprets the basic theory of responsibility government theory,mechanism design theory and public safety management theory.Last but not least,the necessity of research is clearly defined on the basis of the pilot study,and the theoretical framework supported by the research is constructed,which lays a solid theoretical foundation for subsequent research.In the second chapter,the author reflected on the reality of primary and secondary school buildings safety.The purpose of this chapter is to provide a comprehensive,objective and concrete picture of the status of the school buildings in primary and secondary schools for follow-up research,and to push the research to expand on this.The main content of this chapter consists of three parts: first of all,the threat to the natural disaster of the safety of school commodities is seriously considered and the reality of natural disasters in our country is illustrated,as well as the threat of natural disasters to the safety of the primary and primary schools,and the danger of the schoolhouse in the face of natural disasters;Secondly,the development course of the safety concept for primary and secondary school buildings is reviewed and combed to grasp the internal vein and law of its development;Thirdly,the author comments on the existing safety policy design of primary and secondary school buildings and points out their achievements and shortcomings.In the third chapter,the author reviewed the development of primary and secondary school buildings security mechanism since the Reform and Opening Up.The purpose of this chapter is to organize the development of the safety safeguard mechanism of the primary and secondary school buildings of primary and middle school buildings for subsequent research works,and to promote the research on the historical basis.The content of this chapter mainly include two parts: the first part is to review the design history of the policy and safeguard mechanism of our country before Wenchuan earthquake;it also summarized the changes of relevant policy and mechanism design after Wenchuan earthquake.The fourth chapter is to analyze the current security mechanism of primary and secondary school building security mechanism and the development achievements and practical difficulties.The purpose of this chapter is to demonstrate the development of objective,realistic,and all-inclusive primary and school safety and safety mechanisms in the future,and to develop the practical issues that need to be solved in the light of the present,and to push the research.The main contents of this chapter include two sections: the first section took the safety engineering of primary and secondary school buildings as an example and analyzed the main measures and effectiveness of the current safeguard mechanism of primary and secondary school buildings.It also pointed out the main problems of the current safeguard mechanism of the current primary and middle school buildings in the aspect of the mechanism constituting elements,and pointed out the fact that the current mechanism is running in a realistic predicament that the core principle are not mature enough,the organization consistency is insufficient and the supporting carrier is not effective.In chapter 5,the author summarized the experience of the development of the safety protection mechanism of school buildings in foreign countries.The purpose of this chapter is to introduce the system,the vivid,authentic foreign elementary school building safety and safety mechanism design experience and to apply it as a basis for the idea of the design of our country,so that we can push the research.The main content of this chapter includes three parts: the former two parts are used in the "school building supplement scheme" and "field act" and their supporting laws and regulations,and the safety safeguard mechanism of the schools and schools in Japan and the United States is analyzed;The third section is based on the relevant research in order to provide a systematic summary of the common empirical features of the safety safeguard mechanism of elementary schools and primary schools in each country.Chapter 6 is to select the development path for the safety safeguard mechanism of primary and secondary school premises.The purpose of this chapter is to study the results of the first five chapters,to propose a full theoretical and operational level of the safety and safety of the schoolhouse,and to make a specific policy proposal based on that,and to finish the research.The main contents of this chapter include three parts: in the first part,the author focus on subjective and objective two levels and put forward the perfect path of the core idea of the safety safeguard mechanism of the primary and secondary school buildings;In view of the fact that the institutional mechanism of the primary and secondary school premises are fully implement,the organizational mechanism of the primary and secondary school premises security and safeguard mechanism should be fully oriented.Lastly,the author tried to put forward that improvement path of the safety safeguard mechanism of primary and secondary school premises in primary and secondary school from the perspective of main body cooperation,fund guarantee,security early warning,routine management and supervision and inspection.
