The issue of balanced development of basic education between urban and rural areas, between schools is becoming a hot social subject gradually. The imbalanced allocation of urban and rural areas teacher resources is one of the major causes which led to the imbalanced development of urban and rural areas education in China. This dissertation made an intensive discussion on the research results of promoting balanced development of urban and rural areas teacher resources by instant messaging software theoretically and practically ,which was based on the overviews of problems such as the balanced allocation of teacher resources , collaborative learning between different schools and web-based teaching-research in and out of China. Its purpose is to provide a new solution for reducing the gap of urban and rural areas teacher resources in China.By applying such methodology as literatures consulting, questionnaire survey, action research, field observation and so on, the dissertation demonstrated that promoting balanced development of urban and rural areas teacher resources by instant messaging software is feasible in theoretically and practically.Through literatures consulting and action research method, it came to the basis of promoting balanced development of urban and rural areas teacher resources by instant messaging software. Firstly, it pointed out the practical basis as follows: the allocation of teacher resources is still imbalance in urban and rural areas in our country; measures such as "support teaching" and "teachers in rotation" have notable drawbacks; our country pays more and more attention on the new "support teaching" way like the distance education. Secondly, it drew the conclusion that the "education equality theory", "informal learning theory"," engagement theory" and "network interactive theory" is the theoretical basis of this research. Thirdly, because of the simple operation of instant messaging software, the low cost of its operation, and its functional modules such as chatting, e-mail and network disk, instant messaging software not only can be used as a platform for exchanging message, sharing digital resources, but also can be used as information storage for urban and rural areas teachers and students, it is the technical basis.It had established a model of promoting balanced development of urban and rural areas teacher resources by instant messaging software. During the model, it was set out that there were two ways to promote balanced development of urban and rural areas teacher resources by instant messaging software: using instant messaging software, urban and rural areas teachers can make progress though dual help by carrying out teaching-research activities; Urban and rural areas teachers can carry out web-based instruction, then the students can share the high-quality teacher resources.Using action research method, we carried out web-based task-driving collaborative instruction and extra-curricular tutorial by instant messaging software in "information technology" lessons in experimental junior middle school. In combination with field observation and interviews method, it pointed out that though it was a bit difficult for teachers to prepare for web-based instruction by instant messaging software, instant messaging can finish every step of web-based task-based collaborative instruction ;teachers had to made full detailed instruction design and preparation before the lesson was carried; instant messaging also could be used in extra-curricular tutorial, teachers and students can use means such as video and audio chat, remote assistance and so on to carry out peer-to-peer, group and collective counseling; it might be better if instant messaging software was applied in extra-curricular tutorial. Thus, it was demonstrated that instant messaging software could be used in web-based instruction, and then urban and rural areas students can share the same high-quality teacher resources.Considering the difficulties we encountered in the preparation and implementation process of instruction, three measures should be taken to make web-based instruction by instant messaging software carry out successfully: Education administrative departments had better set up teachers resources exchange center, promote teachers and researchers to carry out research on teaching methods and improve network facilities; each school should establish a scientific teacher evaluation mechanism, carry out training on the use of instant messaging software skills; urban and rural areas teachers who joined in the instruction should collaborate exactly.
