With the coming of knowledge economy times, more and more people have realized that human is the key factor in the way to organize to reach their strategic goal. The development, utilization and management of talented person has not only been the key factor in the increasing of economy , but also been the important strategic resources of national economy and social development. To go with the deepening of institution personnel system reform of our country, the normal examination and evaluation system about performance in the undergraduate course institutions, can't suit to the managing system and running system under the education development law and modern science and technology. To establish and improve teachers'performance examining and evaluating system, is the important work in the personnel resources development and management for every higher institutions. The examination and evaluation of performance is useful both in the development of improving education scientific management and perfecting teachers inner qualities, and more useful in the keeping of competitive advantages. Because teachers'work is a kind of individuality work, which make it difficult to examine and evaluate their performances preciously and wholly, there are a lot of problem to study in the examining and evaluating methods, target defining, process managing and so on. In this article, methods including investigation and analyzing , document research and content analyzing have been used to study the project about teachers'examining and evaluating of performance in a certain institution, through which to discover its problem, and put forward improving methods directly against those problem, which to make teachers'examination and evaluation work further standardization and systematize. Following is the main contains.The first chapter is an introduction, which mainly expresses the background and significance of the study, comparison of domestic and foreign countries about examination and evaluation in performance. The second chapter is theory expression, mainly including concept of performance, examination and evaluation of performance, characteristics of examination and evaluation of performance, consisting factor, type of standard, characteristics of standard in examination and evaluation of performance , method in examination and evaluation of performance, meaning of examination and evaluation of performance, principle of examination and evaluation of performance, teachers of higher institution and their characteristics. The third chapter analyzes the present situation of examination and evaluation of performance in higher institutions. In which Jilin Business and Technology College(JLBTC) has been taken as an example, giving an exactly introduction about JLBTC in general situation, orientation , present system in examination and evaluation of performance , analyzing the problem in the present system. The forth chapter is mainly expressing the designing project of examination and evaluation of performance. In which pointed out the methods to solve the problem in the present system of examination and evaluation of performance , and finally designing out the project. Chapter five is proposal and problem which should be paid attention to in the examination and evaluation of performance . Which introduces exactly proposals in the performing action , points out problem in the acting process.Teacher is the soul of an institution, also is the most important factor for the development and existence of that, which is the article's main thought. Examination and evaluation should be done under coexist principle of insisting in ration and quality together, which can be examined in ration must be done scientifically. The main goal of examination and evaluation is to encourage teacher, to serve for the teachers'future development, to serve for the improving of entire teaching and comprehensive competence capacity of an institution, in this process, reasonable feedback is necessary. Encourage should include material encourage and spiritual encourage, to improve teachers satisfactory rate is another key factor in the building of a better institution. It is said when put forward the examination and evaluation project, the standard can't be unified. Teachers in different subject and field, standard should also be different, different institutions also standard should be different, the same institution in the different development times , its standard should also be different. The standard can never be unified, otherwise, it can not reach its goal.The significance of research results for this article is , this article is to do its research work according to general undergraduate course institutions'characteristics, to cooperate with practice to gather materials, on the base of cooperate with the characteristics of higher institutions'teachers performance, concluding and analyzing predecessors'researching experiences, establishing a set of examination and evaluation index system which is scientific, reasonable, simple and easy to do, easy to operate, in which compensates the lack in the construction of examination and evaluation of institution performance, and provides important reference and evaluation criterion for the teachers'title evaluating and post examining, and another important result is the establishing of effective feedback system in the examination and evaluation of performance, which can let teachers get examination and evaluation from leaders, experts, working fellows and students, through which teachers can know their work and themselves well, to further improve and make better, in this way to improve teachers'basic essence entirely, to improve higher institutions'sustainable and entire development. To increase higher institutions'teaching quality, and to realize the goal of culture more qualified talented person for the society, this examination and evaluation project, is surely to improve the efficiency of higher institution teachers'performance management highly, which has great operability in the practical work.
