Research On University Financial Management In China

Since the Third Plenary Session of the 11th Central Committee of the Communist Party of China, the higher education has obtained a substantial development in China. With the deepening of reform and opening-up and the reform of the economic structure, china has initially established a system of socialist market economy, and national economy has been developing faster than the average in the world, which made the higher education keep growing at the same time. The steady improvement of the comprehensive national strength and the constantly increasing investment in higher education have substantially promoted the development of universities. The establishment of the socialist market economic system and the deepening of the reform of the management system of higher education brought about leapfrog development in the financial management in universitiesThis paper firstly illustrates the research of the financial management of universities at home and abroad, then analyzes the current situation of the one in China and reveals some problems in the present condition, such as unreasonable budget establishment, the lack of performance strength and good evaluation index system, and their imperfect risk-prevention consciousness, etc. Meanwhile it also provides effective countermeasures on those problems. Universities should strengthen the financial management, make scientific financial budget management, set up proper university financial management system, arouse the risk-prevention consciousness so as to avoid market risks, use typical financial analysis and indicator system to evaluate the university financial management system, form the evaluation model which showed the overall economic benefits, make comparation of different education. Simultaneously, go with the development of the time, build the numerical and informationizational university financial system model, optimize the function of university financial system.
