National Matriculation is not only a focus which the society has paid close attention to but also a difficult reform of education. When it is criticized fiercely by people from all walks of life and reformed in a dilemma, Province-based Autonomous Test-designing which shoulders people's great expectations is issued. The policy assumes responsibilities which are not only helpful for colleges to choose talents, for high schools to implement quality-oriented education, for colleges to expand the autonomy of college-running but also favorable for National Matriculation to be scientific and fair, safe and high-efficient, accurate and normal. Under this background, a research on the validity of Province-based Autonomous Test-designing policy will not only facilitate people to understand rationally it but also widen, enrich, upgrade the theory of examination and assessment in the hope of further perfecting the system of the science of examination and offering theory supporting and scientific proofs in order to formulate examination policies (Whether no matter national examination policy or local examination policy) scientifically.This thesis is divided into five parts. The definition, the content, the characteristics, operating mechanism of examination policy, the influencing factor in examination policy-making, the assessment methods of examination policy as well as the meaning of researches on examination policy are probed into from the point of view of macro-scope of the public policy in Part One. The goals of Province-based Autonomous Test-designing are explored based on clarifying history of Province-based Autonomous Test-designing in China and current situations of matriculations in some foreign countries in Part Two. The validity of Province-based Autonomous Test-designing is analyzed by taking a case study of Hubei matriculation policy in 2007 as an example from the point of view of microcosmic scope in Part Three. The factors that influence the validity of Province-based Autonomous Test-designing are probed into in Part Four. Some helpful counter-measures to improve the validity of examination policy are put forward based on defining the questions and reasons in combination with present National Matriculation policy.
