After years of appealing, migrant students and their parents finally see the hopeof taking the national college entrance exam where they currently reside in2012. OnAugust31,2012,“Opinions on Fulfilling the Work for Granting Access to theChildren of Rural Migrant Workers in Cities to Local Entrance Examinations afterTheir Compulsory Education” was issued by the Ministry of Education, NationalDevelopment and Reform Commission, the Ministry of Public Security and HumanResources and Social Security, which requires that at the end of2012provincialgovernments should work out plans which allow children of migrant workers to takethe exam at places where they currently reside instead of household registration places.The provincial governments are allowed to make some limitations on legal and stableemployment, years of insurance and local schooled. Until now,30provinces haveissued their plans. This paper takes these plans as the implantation of local nationalmatriculation examinations policy at provincial government level. This paper isdivided into four parts. First, it will introduces the background, how and when did thepolicy and plan come out; second, analyzing all the provincial plans has beenpublished, tells us how the plans are, which indicated the principle of policy selected,policy target partially replaced, delaying of the implementation, execution perfunctory,additional conflict conditions; the third part talks about the reasons about the policydone improperly and incorrect, which may refers to plans makers, policy defects, thecomplex situation of policy problems; the fourth part mainly talks about how improvethe implementation: guarantee equal right to education as the first value to choicewhen provincial governments making plans, make sure different stakeholder couldexpress their thoughts and be heard and the dialogue between each stakeholders, andmake sure and clear the responsibility of each level government that they can andworks together to carry out some supporting policies.
